The Faces of OCCSC

Board of Directors

The affairs of the OCCSC are governed by an eleven (maximum) member Board of Directors. Board members are elected during the Annual General Meeting or a special meeting of OCCSC members, for a three year term. Board members may stand for re-election upon completion of their term of service.

Joining the Board of Directors

To be eligible to be a candidate for the OCCSC Board of Directors or to nominate another as a candidate for the Board, she/he must be a member, in good standing, of the Centre for a minimum period of 90 days. Members in good standing of the Centre are individuals who have paid their membership fees in full, and who support the mission and goals of the Centre.
 
Individuals meeting the above criteria who wish to put forth their candidacy to join the OCCSC Board of Directors or to nominate another for the Board should contact the OCCSC by e-mail at boardofdirectors@occsc.org and the necessary forms will be made available.

Robert Parungao

Board Chair

Robert Parungao has over fifteen years of experience working in the federal public service, the majority of which was with the Department of National Defence. He takes pride in his reputation as a collaborator across teams, and his adaptability and strategic problem-solving skills. At the Ottawa Chinese Community Services Centre, he has been on the board for eight years. Key highlights from his work at OCCSC include negotiating the lease and move to the 400 Cooper location, managing the COVID-19 pandemic, and the integration of Arabic-speaking and Ukrainian clients and staff into the organization.

Beyond his professional career, Robert has made contributions to the non-profit sector through his passion for community engagement and cultural advocacy. He currently organizes numerous social events in Ottawa (such as Beats & Boards, Gang Vocals, and Batsu!). In the past, he started and led the New Voices Project in both Montreal and Vancouver, which was dedicated to sharing the stories of disenfranchised Asian-Canadian youth, and dedicated four years as co-president of the Chinatown Remixed street festival on Somerset Street. Additionally, his past work with the Ottawa Asian Heritage Month Association has underscored his dedication to promoting Asian cultural diversity and heritage.

Hilda Chow

Board of Directors

Hilda brings a wealth of experience in program development, healthy public policy development and strategic planning. She has over three decades of public health experience. She established perinatal services in the Chinese community, led a multicultural health team to provide services to newcomer families and worked with settlement agencies to facilitate mainstream programming to immigrant and refugee families. As a public health manager, she has extensive experience in service delivery transformation, human resource, financial and change management; and establishing and maintaining partnerships.
 
Hilda Chow immigrated to Canada from Taiwan and went through the integration process as a teenager. She believes in helping newcomers to have a positive settlement experience and assimilate into the Canadian society.

Jun Chen

Board of Directors

Jun is a manager at a reputable accounting firm, specializing in a comprehensive range of financial services, including accounting, assurance, and financial planning. He possesses a wealth of expertise in conducting audits and assurance engagements for both small and medium-sized for-profit and not-for-profit entities. In 2015, Jun relocated to Ottawa, Ontario, along with his family, from Fujian, China. During this challenging immigration process, the Ottawa Chinese Community Services Centre (OCCSC) played a pivotal role in alleviating their immigration-related concerns.

Having obtained his degree with a major in accounting from Carleton University’s Sprott School of Business, Jun diligently pursued professional qualifications. In 2021, he achieved the prestigious designation of Chartered Professional Accountant and furthered his credentials in 2022 as a Certified Fraud Examiner. Driven by a strong desire to give back to the community that supported him, Jun aspires to make valuable contributions to OCCSC by engaging in financial planning and reinforcing internal audit controls.

Sally Zhang

Board of Directors

Sally Zhang has been a Public Health Nurse at Ottawa Public health for over 20 years. She has extensive experience in health promotion and disease prevention, project management, program evaluation and community engagement.
 
Sally holds a Master of Science in Nursing from the University of Ottawa. She worked as a Registered Nurse in both China and Singapore. As an immigrant herself, Sally has passion in helping newcomers adapt to a new culture and connect them with community resources. She organized several health fairs to promote health and well-being for the Chinese community. She is a former board director of Alzheimer Society of Ottawa and Renfrew County, a current member of Chinese Health Coalition. Sally has served on the OCCSC board since 2017.

Rudi C. Mangulabnan

Board of Directors

Rudi is a Certified Human Resources Leader, with a B.A. in Psychology from the University of Ottawa.  Rudi has over a decade of experience in human resources, leading and advising a variety of organizations, predominantly in the not-for-profit sector at a local, national and international scale.  Rudi is especially passionate about strategic planning of talent acquisition, employee engagement/experience, performance management and diversity, equity & inclusion.  He is also trained in conflict resolution and workplace investigations. Rudi is a staunch advocate for newcomers to Canada gaining experience in their chosen professions and has created mentorship programs and job opportunities with various employers in the Ottawa region to provide meaningful work for immigrants.

Julie Gao

Board of Directors

Julie Gao has over 25 years substantial experience in financial management and analysis under IFRS, US GAAP and Canadian GAAP in various Nasdaq traded High-tech companies. She holds a master degree in project management and also is certified with CPA & CGA. She has led several projects for merger & acquisitions and business restructuring to improve financial performance and efficiency. Volunteering in OCCSC is her way to contribute back to our community and unify the society for immigrants from different countries.
