Queenie Huynh

Chief Executive Officer

Queenie is a dedicated leader with a deep commitment to community building and social impact. After an accomplished career as an IT Director in the public sector where they champion programs that support equity and inclusion, Queenie transitions to the non-profit sector to make a more direct and personal difference in people’s lives. Queenie brings a wealth of experience in strategic planning, stakeholder engagement, and policy development, paired with a heartfelt passion for empowering individuals and fostering community connections. 
 
As the CEO of OCCSC, Queenie is proud to lead an organization that provides vital services to newcomers, refugees and asylum seekers. Having witnessed the challenges faced by newcomers firsthand, she is deeply driven to ensure OCCSC remains a welcoming and inclusive hub for all. Outside of work, Queenie enjoys spending time with family, playing pickleball, golfing, biking, doing hot yoga and meditation.

Hassan Ezdahmad

Manager of Settlement, Integration, and Family Services

Hassan Ezdahmad brings over 25 years of experience in project and program management and digital transformation across the non-profit, government, and private sectors in Canada and overseas. He holds a master’s degree in computer system engineering and certifications in project management, digital transformation, and internal audit.

A multilingual professional fluent in English, Russian, Arabic, and Turkish, Hassan brings a global perspective to his work. As the Manager of Settlement, Integration, and Family Services at the Ottawa Chinese Community Service Centre (OCCSC), he oversees programs that support the successful integration of newcomers, immigrants, and refugees.

Having immigrated to Canada in 2014 and benefited from OCCSC’s services as a newcomer, Hassan is passionate about using technology and collaboration to build inclusive, efficient systems that empower communities and ensure a positive settlement experience for others.

Wanling Ma

Community Development Project Manager - Client Services

Wanling has been helping newcomer communities with settlement services since 2007, driven by her passion for ensuring families adjusting to life in a new country feel welcomed and supported. She has made a real impact through her work and involvement in community initiatives. Wanling also volunteers with other non-profits, supporting fundraising, promoting multiculturalism, preserving cultural traditions, and standing against racism. Her efforts have been key in helping newcomers face challenges and build connections so they can feel at home in their new community.
 
As a mother of three energetic sons, Wanling has proudly played the role of a dedicated ‘hockey mom’ for over a decade, always there to support her kids in their sports endeavours. Her love for outdoor sports and dance reflects her positive approach to life. Wanling believes that staying active helps bring people together, and her dedication to her family and community inspires others to get involved and make a difference in the lives of newcomers and beyond.

Snezana Minic

Language Programs Manager - LINC

Snezana has been deeply engaged in the field of linguistics since making Canada her home in 1994. Her career began with the development and delivery of cultural briefings and language instruction for Canadian Peacekeepers and Foreign Affairs diplomats deployed to the former Yugoslavia. She went on to serve as a Language Assessor, then managed Interpretation Services for abused immigrant women. Currently, she oversees the LINC Program for newcomers at the Ottawa Chinese Community Service Centre (OCCSC).

Juliette Smith

Manager- Employment Services National Projects

Juliette Smith has been a transformative leader in the Employment Services sector of the Ottawa Chinese Community Service Centre (OCCSC) for the past 14 years. With a solid HR background from the private sector, Juliette transitioned to the not-for-profit industry to dedicate her expertise to the successful integration of new immigrants into Canada.
 
Her innovative training programs not only build self-confidence but also lead directly to meaningful employment, empowering newcomers while enriching Ottawa’s workforce with talented and enthusiastic professionals.
 
Facing challenges with her signature “can-do” attitude, Juliette inspires her team and clients alike with her belief that “if the door does not open, it is not your door.” So, onto the next employer who is open for great talent. She is relentless in her mission to connect employers with great talent, ensuring a brighter future for immigrants and their communities.

Escolastica Unira

Finance Officer - Administration

Escolastica, fondly known as Collie, has been working at the Ottawa Chinese Community Service Centre (OCCSC) for over 15 years. During her tenure, she has been instrumental in strengthening the organization’s financial operations. Her achievements include establishing OCCSC’s accounting system, ensuring full compliance with government funders’ requirements, maintaining meticulous records of all funds, and earning multiple clean audit opinions from external auditors.

With a reputation for exceptional fiscal responsibility, Collie is deeply respected by auditors and funders alike for her unwavering commitment to safeguarding taxpayers’ dollars. Guided by her signature mantra, “If it doesn’t match the line-item category, it doesn’t get past Collie,” she rigorously ensures that every expense aligns with approved budgets and funding guidelines.

Her dedication to transparency and precision has not only fortified OCCSC’s financial integrity but also earned the trust of stakeholders, reinforcing the organization’s standing as a reliable and accountable community partner.
